The light is on, but the camera is not functional. Here is how the problem is solved: First, try resetting the PRAM on your Mac. This clears video cache, display settings and other basic settings on your Mac. You can reset the PRAM by restarting and holding down Command, Option, P and R. You will here the normal start up chime and a second. Once the second chime is heard the PRAM is reset. If this does not resolve the issue please try force shutdown with Command and the Power button, and then reset the SMC on your computer for full resolution. Secondly, resetting the SMC is the last resort for this issue. SMC resets the hardware on your Mac. You will not lose data with this reset. To reset hold down the Power button and restart for 10 seconds. You will hear a high pitched bell noise and the SMC has been reset. Comes from a discussion on Apple's site, I just boiled it down to the important parts: discussions.apple.com/thread.jspa?threadID=1324068&tstart=0
